Leyla Novruzova is a Leading Law Clerk at the Law Offices of Metin Serbest, where she focuses on complex immigration matters, including family-based, humanitarian, and employment-based petitions (H-1B, PERM/EB-2 NIW, EB-3, L-1), as well as investment, extraordinary ability, and removal defense cases. She plays a key role in supporting attorneys with high-stakes filings, comprehensive legal research, and detailed case preparation.
Leyla holds a Master of Laws (LL.M.) in U.S., International, and Transnational Law from Chicago-Kent College of Law, a Bachelor of Laws (LL.B.) from Baku State University, and a Business Law Certificate from the School of American Law. She also completed a Research Scholar Program at McGeorge School of Law, where her academic work focused on strengthening legal protections for vulnerable populations.
With over ten years of experience in immigration and other legal fields, Leyla brings a broad and strategic perspective to her work. Before joining the firm, she gained valuable experience with a San Francisco–based immigration law firm and served as Chief Lawyer for a major holding company in Azerbaijan, where she oversaw corporate, contract, business transaction, commercial, and international legal matters. This diverse background provides her with a deep understanding of both domestic and cross-border legal challenges, allowing her to deliver well-informed and effective advocacy.
